    Ubiquity

    Ubiquity is a governance substrate for agentic systems. It is not a guardrail layer applied after reasoning; it is the runtime environment in which agents reason, coordinate, and adapt. Ubiquity encodes accountability as substrate physics so that capability can scale without forfeiting trust.

    Substrate, not guardrail

    Most AI safety today operates as a layer above the model: rules applied after reasoning. Ubiquity treats governance as substrate. The runtime itself carries the lifecycle of provisional knowledge, with three primitives that mirror how durable knowledge forms in science and institutions.

    Signals → Warrants → Rules

    Signals detect divergence between agent behavior and observed reality. Warrants hold provisional states without prematurely promoting them.     Estate seeding

    Ubiquity does not assume one universal workflow. It seeds estates that learn the contours of their principal: what they value, what they protect, what they are building, which constraints matter, and which forms of agency are allowed to compound. See /sovereign-estates for the estate model.

    Relationship to Context Grapple Gun and casial-core

    Context Grapple Gun is an approachable middleware bridge into Ubiquity — a developer-facing runtime for intercepting agent plans, preserving intent across sessions, and proving substrate governance on local workflows. casial-core is the Rust crate that provides substrate machinery (Context-Casial-Xpress Core). Together they form the on-ramp; Ubiquity is the destination.
