    Not a vector memory system

    Vector memory stores embeddings and returns similar ones. Governed memory routes provisional lessons through human review, holds them until evidence stabilizes, and promotes only what survives. Ubiquity uses retrieval; retrieval is not the governance.

    The point is not how much an agent can recall. The point is what an agent is permitted to carry forward without re-earning it.

    Yes — retrieval is one mechanism inside the substrate. The substrate decides what is allowed to be retrievable in the first place.
