  "abstract": "Most AI systems compute over representations while treating governance as instruction, evaluation, or policy applied around the model. This paper proposes splat mechanics: a governance-native computational paradigm whose primitive is a bounded, receipt-bearing, rehydratable slice of a governed possibility field. A splat cross-binds six reads around a movable working centroid while a non-inhabitable center remains excluded from routing, training, serialization, optimization, and terminalization. The paper formalizes splats inside a fractal, longitudinal, governed quiver-of-quivers; develops cross-channel structural transport and terrain-shaped mixtures of heterogeneous models, languages, tools, institutions, and compute locations; makes qualitative governance objects operational without claiming exhaustive reduction; reports bounded engineering evidence from the Ubiquity Federation; exactly reproduces the finite certificate of the announced three-dimensional Jacobian counterexample; and proposes a falsifiable evaluation program.",
